  • Overall responsibility for managing and overseeing the procurement arrangements and fiduciary functions of 4 World Bank supported/financed projects at all levels in keeping with the Government of the Commonwealth of Dominica and the World Bank’s Procurement Regulations for Invest Projects Financing. The Specialist also provides leadership and operational guidance for all aspects of delivering on all projects components and reporting as per the guidance and procedures of the individual Projects’ Operations Manual for the procurement of Goods, Works and Services. Key duties entail:
  • Conducted several procurements for Civil Works, Goods, Consulting and Non-Consulting on a competitive basis in accordance with the agreed methods and requirements included in the World Bank’s Procurement Regulations.
  • Prepare several Standard Procurement Documents and Evaluation Reports.
  • Prepare and update 4 Projects’ individual Procurement Plans.
  • Managing the advertising process involved in procurement, procurement correspondence (including clarifications to bidders), Expressions of Interest receipt, bid receipt, and bid opening in strict compliance with the procurement regulations, especially regarding confidentiality, conflict of interest and transparency.
  • Performing contract management by monitoring several vendors' performance (quality, delivery times, etc.) through feedback from end users and communicate results internally and externally as necessary.
  • Prepared comprehensive monthly reports for senior management, highlighting key performance indicators, challenges and areas for improvement.
